1. See if the same issue occurs in a new user profile : In the Start button, click Settings and then Accounts. Click Family & other people. If you're prompted for an administrator password or confirmation, type the password or provide confirmation. Click Add someone else to this PC and follow instructions.

I should point out there is a simple GPO setting you can configure to disable the windows firewall should you be using a third party firewall in its place. Computer Config > Administrative Templates > Network > Network connections > Windows Firewall > Domain Profile > Windows Firewall: Protect all network connections = Disabled
